Logan Wu
I am an experienced data scientist with a background in operations (optimisation) research, software engineering, geographic information systems, machine learning, and statistical programming. I enjoy collaborating with operational units, understanding how they carry out their roles, and building advanced analytics systems to help them perform their best. In my previous work I have proven effective as both a technical team leader and as an independent contributor.
Work History
Data and Systems Manager
Burnet Institute
I advise and implement data and analytical methods for research projects. My duties include reviewing study design and code, model specifications, diagnostics and reproducibility. Some of my work has included:
- Mapping data processes to convey information to contractors, regulatory bodies, and other stakeholders
- Developing algorithms for data processing and analysis
- Performing statistical analyses according to rigourous standards, including reproducibility, documentation
- Managing data requirements across multiple projects
Analytics Lead
Victorian Department of Health
I developed a suite of software providing COVID-19 operations with advanced analytics tools. We established a platform and gained department-wide support as a go-to analytics service as we overhauled business-as-usual practices for rapidly evolving demands. Our tools allowed epidemiologists to complete work in minutes that previously took hours of investigation, or was previously infeasible.
My duties included:
- Interfacing with users, IT, management, and consultants, creating collaborations that allowed us to succeed where similar projects were cancelled
- Team capability growth through upskilling, hiring, and contracting, growing the team from 3 to 9
- R (Shiny), SQL, HTML/CSS/JS, Azure, RStudio Connect, git and DevOps
- Statistical, network and geospatial data analysis
- Project delivery across testing, surveillance, and outbreak management
Co-author of The spread of [COVID-19] via staff work and household networks, Infection Control & Hospital Epidemiology.
Co-author of The relative effectiveness of three and four doses of COVID-19 vaccine [...], Vaccine.
Consultant
Arup
To give our clients and in-house teams a competitive edge, I:
- Developed software with our engineering teams to transform field investigations
- Advised clients on data methodologies to assess risks faced by vulnerable communities and managed infrastructure for missions on remote islands
- Created interactive geographic analysis platforms for stakeholders to discover how their schematics impact ecological metrics and interact with hazards.
- Developed algorithms for operations research, signal processing, and ETL, in some cases turning days of work into hours.
- Managed commercial controls and reporting for design management using automation techniques.
This position made heavy use of R, Python, GIS, SQL/RDB management, and Excel/VBA/PowerBI.
Education
MPhil in Computational Epidemiology
I studied malaria epidemics in China and the Greater Mekong Subregion. My goal was to determine what factors make malaria more severe in certain regions without requiring costly clinical studies. By developing Bayesian time-series and modelling techniques, I uncovered disease behaviours from existing data. This is a joint programme between the University of Melbourne and Shanghai Jiao Tong University.

Awards
Emergency Management Award (Winner)
Evidence-based Policy Award (Finalist)
I was the R and lead developer respectively for innovative and impactful projects in the Victorian public sector.
Best Technical Project
I developed a signal processing library for wind turbine noise compliance, which we used to analyse months of recordings for a client.
